RSCE All-Staff Townhall Sets Strategy for the Year

The Regional Service Centre Entebbe (RSCE) convened its first all-staff Townhall of 2026 at the Regional Training and Conference Centre (RTCC) on 18 March 2026. The Director RSCE, Paulin Djomo, presented an in‑depth briefing on the Centre’s achievements in 2025 and its strategic direction for the year ahead.

The session provided staff with a comprehensive update on RSCE’s expanded mandate, operational pressures, and the transformational initiatives reshaping the shared‑services landscape across the UN Secretariat.

In his presentation, the Director highlighted the Centre’s major accomplishments in the last year, noting that RSCE delivered integrated services to 17 client entities and more than 13,000 personnel. He emphasized the Centre’s critical role in supporting mission transitions, including processing over 11,600 liquidation transactions, and praised staff for their contribution to emergency evacuation efforts that assisted close to 5,000 UN personnel and dependents, without casualties.

These achievements demonstrate RSCE’s operational resilience and capacity to sustain essential services under evolving field conditions.

During the Townhall, the Director reminded staff that the timely completion of workplans and performance evaluations is essential to sustaining operational excellence, noting that RSCE has always been on time and must maintain this standard as new clients and expanded responsibilities come on board. Emphasizing accountability, he called on supervisors and staff to finalize end‑of‑cycle discussions, upload updated workplans, and ensure alignment with RSCE’s broader strategic objectives. The Director further stressed that performance management is not a procedural exercise but a core enabler of the Centre’s ability to deliver high‑quality services and adapt to evolving mandates

Mr. Djomo also presented the Centre’s strategic workplan for 2026/27, including the continued rollout of the Kuwait Joint Support Office (KJSO) Transition Project, the expansion of RSCE’s client base under UN80 reforms, and preparations for ISO 9001:2015 certification.

He pointed out that 9 missions have already transitioned to the streamlined RSCE workflow and reaffirmed the Centre’s commitment to strengthening governance, efficiency, and client satisfaction. Engagement continues with another 6 missions to transition as well.

The Director also provided an update on budget pressures, informing staff of the recent ACABQ presentation and the financial constraints affecting resourcing and workload projections for the new financial year.

At the end of his presentation, the Director invited staff to ask questions and share their thoughts on the strategy and ongoing reforms, reinforcing the Centre’s culture of open communication.

As RSCE prepares for another year, the Director encouraged staff to remain adaptive, innovative, and united in pursuit of service excellence. He reaffirmed that the Centre would continue to build on “doing more and better with what we have” while leveraging the successes of 2025 as a foundation to strengthening resilience and delivering reliable, high‑quality services to clients across the UN system.
